One not growing very much

1st time chick owner here. I bought 6 brown Leghorns from Rural King about 3 weeks ago. (One didn't make it past the first week, so I replaced it with another Leghorn, but they only had white). The "runt" has also had some health issues; pasty butt, a bad leg for 2 days, etc, but I was able to nurse him back to health by reading lots of these posts. Anyway, the runt of the original 6 is not growing as fast as the rest, by a considerable amount. (The white one has even outpaced the growth of the runt, though it's a week younger.) What I'm wondering is maybe she a he? Or maybe a cross breed? Wings finally growing in, but they look very different from the rest of the chicks. (Oh yeah, I have them in my garage, but letting them venture out of their brooder periodically. )

Just stunted because of the issues it had previously. Looks like an EE.
 
I was thinking maybe maybe she will catch up, but the wings look much different... than the others when they first started growing feathers in
