Sure, you can just bring them fresh water several times a day. Especially if it's in a largeish insulated container, it will not freeze for some while, you just need several containers so you can have one thawing while the other is in use.

Commercial waterer heaters are all 100w or more (you could make one yourself with lower wattage, but it would also be lower performance). Basically the amount of heat you are putting into the water is measured in watts so the more heat needed to keep things from freezing, the more wattage you'll need to be running, no way around that.

You will need a considerable size solar panel, plus charge controller plus battery, to run a waterer heater. I do not think it would be economical. I'd suggest either run electric out there properly, or plan on just replacing the water a few times a day (you'll have to play it by ear on how often, and a larger and more-insulated container is better)

I was planning on going out and starting my coop and it started to rain....lol.
