Yep, looks like it... soak the feet in warm epsom salt water... then gently see if you can work the black scabs off and get any white/yellowish hard core of infection out... apply clear/colorless iodine and wrap with a clean bandage... may take a few days of treatment, keep isolated and on clean bedding... good luck...
