Yes i would say roo also . i have 2 barred rocks and they were suppose to be pullets and one is just like your picture and my other one hardly has any white on her and she is not fluffy LOL

Another vote for cockerel!

Why does everyone think this is a rooster? I'm on a learning curve for my own barred rocks.
