Worried I might accidentally have a rooster

Hoping someone with a little more experience can help me know if this little chick is actually a rooster. It is almost three weeks old. Can anybody tell for sure? Its comb is larger than the others and it has growing wattles too. I really hope it isn’t, as this is my favorite breed (Rhode Island Red) and roosters aren’t allowed in our city. Any help would be appreciated. Thank you!

Aww so cute! I'd say it's a roo...and a handsome one at that.
