Rooster or molting?

Did my rooster do this?
2 out of my 9 hens have their back feathers missing for a little while now and I have no idea why.
They both seem just fine otherwise.
Any thoughts?

That looks like classic rooster balding.
You can get hen saddles to protect them, but most of the time it doesn't bother the hens anyway.
