If you keep a deep enough water bucket at all times, yes.

When should I consider seeing a vet?

If the eye begins to “seal” shut or not able to open.

I would either skip the ACV in the water or provide a second bucket with just water.

My thinking is the ACV may burn in the eyes and nares.

I have a separate bucket of just water and a 3 gallon bucket for dunking their heads

1 Tbsp of ACV( with the mother) per gallon of water is fine for their eyes.
You can also rinse her eyes with saline, and get an ointment called terramycin. its good to have on hand for eye infections.
Start with saline rinse 2x a day. If it doesnt get better then start the terramycin 2x a day also.
