Leg problem broken?

I have a two week old quail that is showing signs of injury. It holds its leg out in front bares a little weight on it and hops.... is it a broken leg? Can splay leg show up at two weeks? It hatched fine and didn’t show any signs of leg problems until today... is it a lost cause or can it be fixed? These are mostly meat birds

my son is dating a veterinarian student in her 4th year she came by and confirmed it was broken...
so I culled it.
