Is it Mites???

hi everybody!!!
i've just got a question about this chicken (Mabel) who i've had for almost a year now. The whole i've owned her she has never had much feathers. i have mited and liced her many times, but her feathers never seem to grow back... do you think i should look into getting rid of the chicken at the top of the pecking order (Star)???!!!???

If you have treated and inspected for lice and mites and haven't found them, then the next thing to suspect is feather picking. Does anyone else have missing feathers? Have you seen one pluck another's feathers? The other possibly is that she just has not grown back her feathers from her previous molt.
