That's possible too if he came from a backyard breeder and not a hatchery or farm store.

OP said they got them out of an assorted bantam bin. I'm assuming that's from TSC (so Hoover, mainly). BYM would explain the lack of foot feathers. Even from hatchery stock, I'd expect more foot feathers for either breed
