How do you make a frizzle?

I have 2 frazzled Cochins from McMurray (as well as 1 flat and 1 frizzle). The frazzles have spent the winter in my laundry room as they have no undercoat to speak of, no feathers under their wings or on their belly. You can see their skin very easily through what few feathers they do have.
 
I put my 16 month old Frizzle (white) hen in with a buff Polish roo who is 8 months old now and no eggs - he has 5 Polish hens in with him also and nothing there either! I am pretty frustrated. Is this an age thing or do I need to feed them differently? They are still getting chick feed...... Purina. And I give them fermented once or twice/week and bean sprouts to sometimes to!
 
By breeding a frizzled bird to a non frizzled bird, 50% of the offspring will be frizzled and 50% will be straight feathered. If you breed two frizzles, you will get 50% fizzles, 25% straight feathered, and 25% "curlies", an undesirable trait that isn't allowed in showing. Hope this helps!
