But even if you work with them individually they will spend time together and may tend to bond more with each other than you. I've had up to five dogs at once and the closest they were in age was 17 months apart. (And they all had initials after their names and were active in multiple dog sports.)
If you put a year or two between them the second will be coming into a home with a well trained dog he can copy, not a home where they can create chaos together.
Thats going to depend heavily on the breed with how much they will bond to each other but regardless of that working them individual is how you prevent littermate syndrome so they will bond with you

Keeping multiple puppies is very common with working dogs (not sport dogs), none of them end up with littermate syndrome because they work with their dogs frequently and separately

It is easier the larger gap in age you have but that doesn't mean its impossible to have multiple puppies, if somebody wants multiple puppies and is prepared for them then their is no reason why they shouldn't :idunno
