Does rooster have skin condition?

Our 5 month old rooster has always had a really dry, odd face..but we never really thought anything of it. Although it’s hard to tell in this picture.. his face is really puffy and not like any roosters we’ve ever seen. What skin condition might it have and how can we fix it? Also there are a few feathers around his neck that have a white prick at the end and are incomplete.

Here’s another photo.. to be clear: it’s face has never been this bad, just a little dry .. it’s gotten much worse recently

It’s face has always been a little dry but it’s gotten MUCH worse recently

Thank you.. if that’s what it is, is it contagious? This rooster has been living with our flock and they haven’t been affected at all
From what I have read, some birds will have a resistance built up to this skin condition. So I would keep a close eye on them and treat any others that start having signs of favus.
 
It does look like favus, I would treat for that. the feathers with white on them around the neck are not a worry, those are feathers that the feather sheath has not come completely off of yet, probably remnants from his last juvenile molt (growing new feathers). They will come off eventually, or you can gently roll them between your fingers and they will likely come off.
