What's up with this dude's head floof? It's lighter in color and poofy. Can runner ducks be tufted? I bought these eggs from an eBay seller that shut down his account after bad reviews started to pile up regarding people not getting their eggs in a timely manner.

It's crested Runners can be crested. Cresting is also a fairly common mutation to pop up out of nowhere.

Just watch it - because of the nature of crests, crested ducks are far more prone to neurological issues and brain damage.

Completely normal for a runner! My boys double crested, but as a bub he had a little tuff like that and you could feel a little skin tag under it.
