At the moment, it's hard to say. Could go either way, really, but usually my pullets are more feathered by 4-5 weeks old than yours. Below is a 3 week old Splash Orp cockerel for comparison.

Very interesting! I'm so glad you all are giving your reasons with your guesses.

JenEric, I was just caught off guard more than hoping. If it's a cockerel, he'll be making a whole lotta hens happy!!!! They're all Jersey Giants, but I don't think he'll mind!
 
Karen, if I had to guess right now, I'd say cockerel, however, it is early and could be a girl. I've been fooled a couple of times by slower feathering pullets, my Smoky being one of them. She also had tree trunk legs and a stubby tail. That is not the norm for pullets, though.
