is this the right screw for hardware cloth?

It should work. I can't tell if it's 1/4" or 1/2" cloth displayed on the pack. Just check one on your cloth.

Should fender washers be used with these types of screws? Or another type of screw? (on 1/2" hardware cloth)

Any screw that will hold solidly into the wood and that has a head that won't pop through the fender washer's center opening is fine.

The screw holds the wood and the washer holds the wire.

I remember reading a post a while back of somebody using lath screws instead of a regular screw and fender washer. I stuck with the fender washer, as I didn't feel like the lath screws were wide enough .... but I also didn't have my hardware cloth with me to test it, and I didn't want to make an extra trip.

FYI - walmart had an 11 pack of fender washers that ended up being the least expensive option I could find.

Yes, lathing screws will work for HC. They're actually my favorite type of screw for a lot of things, lol. Fender washers are a go-to because they cover more surface area than most other hardware, thus distributes the forces more on the HC if it's ever hit. I chose neither and went for pneumatic staples.
