Buff Orpington- 3 weeks 5 days

Supposed to be a pullet from a hatchery. I think it is a cockerel. The other Buff Orp (not pictured) is bigger and - much fluffier chick and its comb is slightly smaller and pale.
What do you think? I’m not allowed to have roos.
