Parakeet hyperventalating? Help!

And sometimes he makes a clicking noise while doing it
It is hot today is he just panting?
I'm just worried because I've had a bird die after doing this before
I was using teflon cookware back then though

Could he just be nervous? He is new very young and flightless as his wings are currently clipped
It will just take a while before I'd be able to take him to a vet and I'm worried if it's just nothing
