Is it normal to get a few eggs from a new layer, and then nothing for a while?

No chance of a hidden nest, there's no hiding places in their run or coop. It's actually a little small for 4 birds as it is (we'd planned on 3, chicken math and all) at 15 sq ft of coop (+2 external nesting boxes) and 33 sq ft of run.
The good news is that Petunia and Nugget are laying normally again and Bea laid her first egg yesterday. I'm still a little worried about Penelope, it's been a few weeks now.
