It will take awhile for the chick to get relief. Grab a warm moist ( not wet ) hand towel and wipe dab the head and nostrils to clean off any debris that might be stuck. Be gentle but effective.

Stop using those, dump it out, do a quick clean with a damp sponge. And only use paper towels or newspapers. You want to keep the dust level extremely low for the chicks.
