I've been told both charcoal and melanin can cause moore head. Maybe depends on the e locus and other genes present. I've seen it in F1 (Ml) and also F2.

Also think it may be the gene called charcoal.

Years ago I noticed buff silkies had this characteristic. I did some crosses and I believe it is recessive.
