They claim it's to pay the inspector who comes out to verify coop and run placement and than to verify you put where he agreed. You pay first, then after his final visit, you can get birds. It's ridiculous! Especially when you consider that two blocks over is another county and you can have...

My grand daughters fell in love with my birds... So I wanted to give them a coop and 4-5 birds for their back yard... Their county requires a $450 permit to house birds. It's crazy. Their back yard bumps up against a county owned forest.
