I'm guessing your neighbor is an old guy, let me guess he has a garden that he doesn't want the birds to get to.... we had an old man in my town that would shoot at red tailed hawks well he finally hit one and the game warden was on top of it... I'm pretty sure he got a hefty fine I know he got...

what state are you in? I know here in NY geese are out of season and I am pretty sure the ones wherever you are, are also. During hatching season usually there is no hunting of whatever game bird or water fowl is involved.... You're neighbor should really get a visit from a game warden.
