Too many kept too close together, I have this happen every hatch beginning around 1 week + old. The quails get bored and usually pick on eachother. I usually have piles of feathers everytime i empty my drop pan.

I use 1/8 inch wire for them as babies but I find if its too cold the huddle up together and get their knees caught in the wire which messes up their joint and then they die because they can walk right.

Your fine. Chill them means 50 degrees off outside temp for more than 30+ minutes. You should be fine and even then just experience the hatch to take longer.

Its genetics and I have hatches of 100 or 200 at a time theres always small guys that come out and are stunted and i never figure out why but ohh well.
Depending on how high protein the chick starter will be I think they should be fine with the occasional (1-3 days) added protein (Scrambled eggs,Bugs,etc..)
I built a hatcher and a incubator using this and I'd say both are pretty accurate. For F1 just put 38 Degrees celsius and F2 .3
I use 2 40 watt bulbs on the bottom and a (1) 60 watt on top.
Well for mine I use lightbulbs personally because I didn't want to do the effort to find out about a heater...
But for your size then You would need about 4 or less (I have no clue) and with the same amount of fans built in there to keep the air circulation good.
Honestly it wouldn't even matter when you check them. You could let it go until day 14 ( Day before the hatch) and candle and anything without a dark spot and air sac just throw away.
The issue is with hatching and incubating in same box in a forced air incubator when the chickens/quail/etc.. hatch their fuzz will get everywhere and be one heck of a clean up(And sterilization) and can cause mold and along with contaminate the other eggs you would be incubating at the same...
