It really didn't sound fair. But, it clearly states that NPIP limited the enrollment of smaller flocks to 50 members. Maybe they will add more if more funding becomes available.
There is a waiting list for NPIP in CA. They put a limit on membership to 50 members statewide according to their website. I checked and all 50 spots looked full unless someone dropped out. It's Very unfair to small breeders who should like to ship birds and eggs.

I have raised Barnevelders for several years now. We enjoy them so much. They are beautiful show birds, nice pets, and good layers.

Try looking at Lowes or Home Depot. I've found 100-85 watt red "landscape" bulbs. They work pretty well for smaller brooders and don't get too hot. They are for outside ( spot lights etc. I put them in the " heat lamps". Less chance of a fire too, but I make sure the lamps are securely fastened.

I got my new incubator yesterday:) it's so quiet! My old Genesis was wearing out and vibrating so bad my hatch rates went down though it still held its temp perfectly.
My kids and I had the only Barnevelders in the show. We brought ten. My hen got Best of breed and my daughter's pullet got Res.. The continental class was won by some nice polish and hamburgs. Trisha

Thanks:) I wonder if I can sex them by Breast down color like Barnevelders. The white chested ones appear to be cockerels and the darker grey ones pullets. That would be helpful even if it's not 100% Accurate. Trisha

Most of my flock is molting. I'm spoiling them, because it is still so dry and brown here with very little green in sight. They got pumpkins yesterday:)
This hen is almost done molting. Her tail feathers are still growing back in.
I don't think I'm going to offer any eggs until spring...
