I lived in Glendale, AZ and was allowed to have as many hens as I wanted, but no roosters - maybe it's because my lot was large - about 20,000 ft.

Wow - definitely a lot of roos.
I think #1, 6, 16 are defintiely pullets - #18 might also be a pullet (the comb is a little pronounced, but not too big and the coloring doesn't look rooish yet). The rest all look like definite roos. An update would be great :)
My guess would be an Easter Egger. This photo is of one of my Easter Egger bantams with a silver duckwing pattern - she doesn't have a beard, but does lay blue eggs.
This pullet has green legs, but many of my Easter Eggers have dark legs like your chick.
I lost a hen after deworming with Valbazen. The entire flock was dewormed in the morning and that evening, she started acting ill - a few hours later she died. The rest of the flock was fine and has been dewormed again with no problems. Best we could figure is maybe she was allergic to it or...
Exactly - I have 2 Splash EEs also and even a silver (although the silver is lacking muffs and a beard), but besides meeting the SOP, an Ameraucana must also 'breed true' to be a true Ameraucana.
Just2Rosy -- I probably would try testing her out, especially since she lays such pretty blue...
