Yes, very slow growing, at least in my experience with them in my flock. It's true of all squamous cell carcinomas. I had one removed from my hand just a few weeks ago, and it's not the first. They can eventually metastasize, but chickens would likely be dead of old age before it happens.
These lesions are painful, make no mistake. I've used 2xdaily one quarter tablet ibuprofen with good luck to control pain. I also have used cortisone cream on the lesion for pain relief. Both of those control tissue inflammation as an added benefit.

I'm updating this thread to convey my conclusion that I was correct in my original assumption that this lesion is in fact a cancer, not a wound.
It has grown to double the original size nearly one year later. There have been no recent injuries to this leg to account for the increase in size...
Toots got the full treatment yesterday. Hot compresses and debriding and bandaging. He felt pretty sorry for himself with the securely wrapped leg, and pouted the rest of the day.

@NanaK yes, I've thought of that. I treated him with Cephalexin and I soaked his leg in activated Oxine. I wasn't sure if it was just hopeful thinking but the lesion did seem to be getting better. Then it stalled all this winter until flaring up now.
It may be worth repeating that treatment.
Six-month update: Not encouraging.
As you can see from the photos, this lesion is growing again. I wonder if it was in winter low hormone remission. Now it's spring, and hormones are beginning to surge, or it could be just a coincidence and it has nothing to do with hormones.

Tootsie is doing well. It does appear his leg is healing. He finished the cephalexin two days ago. I'm still giving him turmeric each day for inflammation. The two roosters continue to be cordial with each other, so that also tells me Toots is feeling better.
The wound is still not healing as I wished it would. However, today I saw a sign that Tootsie may be feeling better. It's a very subtle sign - a beginning of the return of his self confidence.

Aspirin relieves pain, but it didn't appear to help Tootsie.
