Is that a city requirement? I don't know that I've heard of that before... mostly just requiring they be kept to one's own yard.
How are you keeping them inside the fencing? Ours are escape artists. LOL!

I've heard weasels are really terrible to protect against. We have coons in our area and they are THE-WORST... but I'm wondering if weasels are even more problematic?
Maybe one day, you’ll have the time and space to get back into raising...

It wasn't easy. She's been stressing about it for weeks. Fortunately all our prep, and her ability to maintain her composure, helped it go as smoothly as possible.

Sorry you're still having this problem. Usually if it's an issue with BYC, the browser version, etc., we'll get a bunch of reports about the issue.
Maybe someone else will be able to duplicate it so we can isolate what might be causing it.
